Today, the deputies agreed with the general plan of creating a passive defense organization of the country. One of the most important tasks of this organization is to deal with possible attacks on the vital infrastructure of the country, including cyber attacks. The plan was formally approved by a vote of 180 in favor of a report by the parliament’s National Security and Foreign Policy Commission.

What is a passive defense organization?
The Passive Defense Organization of Iran was established in 2003 as one of the subdivisions of the General Staff of the Armed Forces of the Islamic Republic of Iran. The statute of this organization was prepared and approved in 2014 and was approved by the leadership. However, during the more than two decades since the establishment of this institution, and even considering a day called passive defense in the official calendar of the country, the passive defense organization of Iran still lacked legal infrastructure and this important issue required parliamentary approval. .
Accordingly, the plan to legalize the passive defense organization was announced in the parliament in 1999, and the National Security and Foreign Policy Commission, as the main commission, began to review it. This organization currently has staff and operational responsibilities. Some of the staff duties of this organization are; Explaining and estimating enemy threats in various fields, leading and directing and implementing passive defense plans, monitoring the implementation of passive defense of executive bodies, approving rules, standards and instructions (general and specialized) on passive defense, determining examples of infrastructure, sensitive buildings and arteries The main and vital part of the country is the approval of passive defense plans of the devices and the approval of their required validity, reviewing and approving the results of evaluations of the implementation of passive defense plans.
The operational duties of the country’s passive defense organization also include; Organizing, planning, directing and directing defense operations against new enemy threats, directing and directing against new threats (cyber, biological, radiation, chemical, economic), directing, directing, managing and controlling systems related to the country’s passive defense against threats Innovation and dealing with physical and cyber threats.
During today’s meeting, the delegates had different opinions in favor and against the plan. Abolfazl Amoui, the spokesman of the National Security and Foreign Policy Commission, explained the commission’s report and said about the plan:
This plan was discussed in the presence of experts from the relevant agencies, experts from the Parliamentary Research Center and related institutions, and was approved on April 11, 1401, with amendments to the text.
Uncle believes that the passive defense organization is responsible for presenting and monitoring specific plans and policies and is active in combating passive and civilian threats. These threats may damage the country’s basic communication infrastructure in times of crisis. According to this member of parliament, in order to prevent threats, the passive defense organization was established with a preliminary plan and will continue its work. He also stated:
The statute of this organization was also approved by the Supreme Leader of the Revolution and in 1997 he said that the law on the formation of this organization should be approved in the parliament. In 1998, in the 10th parliament, the plan to form this organization was presented and examined. An additional review will now take place in the 11th parliament, and the current plan is the result of extensive deliberations in the National Security Commission.
Although the organization already has a standing committee, Uncle believes that in the current parliamentary plan to legalize the structure of the organization, a standing committee will be formed and all state and military bodies will be members. According to him, all agencies are obliged to define some of their asset acquisition plans under the programs of the Passive Defense Organization. What do the opponents of the plan say?
In another part of the review of the general plan of the passive defense organization, the representative of Kashmar, Javad Nikobin, also said in opposition to the formation of this organization:

Nikobin says that if the structure of this organization becomes legal for another year, nothing will happen and the parliament should not spend time on such materials. In the same discussion; Another opponent of the plan, Ali Babaei Karnami, a representative from Sari, said that the formation of any new organization should be done with the consent of the government, but in general, the role of the government has been ignored.
The Speaker of the Parliament, Mr. Mohammad Baqer Qalibaf, in response to the remarks and objections about the plan and emphasizing that this plan is one of the vital issues of the country, said:
Preventing cyber attacks on municipal systems or preventing threats to the country’s critical infrastructure is one of the tasks of passive defense. Of course, it is also true that, given the leadership, passive defense has been best done so far; But it also requires the law.
According to Mr. Qalibaf, in addition to livelihood issues, other issues of the country such as Corona and the fight against possible cyber threats are also very important, and he thanked the National Security Commission for its efforts.

Defenders agree
Alireza Salimi, a representative of the neighborhoods who was among the proponents of the plan, also stressed that no new organization and structure is to be created:
This organization started its activity in 1982 and in 1993 its statute was approved by the leadership; But he insisted that the law be passed in this area as well. Passive defense and complementary agent complement each other.
“We need to be more agile and dynamic both in terms of policy-making and reducing the vulnerability of the country’s infrastructure, and in terms of promoting national sustainability,” he added. “Recent incidents, such as the cyber attack in Tehran Municipality and what happened to the fuel cards, are related to the area of passive defense tasks, and we have no choice but to strengthen this area.”
Another person who agrees with the plan, Mojtaba Zolanuri, the representative of Qom, also agreed with the generals of the plan:
The opposition did not raise any fundamental issues in their opposition; But since it is said that it is not necessary to study this plan at this time, it must be said that if the country’s electronic and cyber infrastructure is attacked or the bank cards in the hands of the people are attacked, will the country not be harmed?
Emphasizing that it is necessary to create a legal structure for the passive defense organization, he said that according to which law can the parliament do this if it intends to demand from the apparatus about information theft? According to Mr. Zolanuri, the government should have submitted a bill in the past and did not do so.
