Subsidy replacement with Kalaberg has been postponed! Failure of the Kalaberg plan or a new policy?

It seems that the plan to replace the subsidy with Kalaberg, which was supposed to be implemented from September this year, has been postponed due to the infrastructure not being ready.

With the inauguration of the 13th government and the reform of prices, the plan to replace subsidy with Kalaberg was proposed. In this plan, which was supposed to be implemented from September 1401, it was intended that people’s subsidies would be paid in cash or in kind. Despite the certainty that the officials had for the implementation of this plan, now MP Ehsan Arkani said in this regard: “There is no Kalaberg infrastructure yet, and we are forced to continue paying the subsidy in cash.”

After announcing the replacement of subsidy with Kalaberg, some of the subsidy recipients expressed their opposition and said that they prefer to receive their subsidy in cash rather than Kalaberg. In fact, there was a kind of division and conflicting opinions about this.

Replacing subsidy with Kalaberg is on the verge of failure

Previously, Mehdi Taghiani, the spokesman of the Economic Commission, announced in a radio interview that the infrastructure for the electronic catalog will be ready by September this year.

Yesterday, however, waiting for an interview from Ehsan Arkani led to the violation of the officials’ previous statements about preparing the infrastructure to replace the subsidy with Kalaberg.

Ehsan Arkani, a member of the Islamic Council, said about replacing the non-cash subsidy with a cash subsidy:

The result of our last talks with the government was that there is still no Kalaberg infrastructure and we have to continue paying the subsidy in cash.

Initially, the subsidy replacement plan with Kalaberg was supposed to be implemented in the three cities of Garmsar, Abek and Ablam on a trial basis. Karim Hosni, representative of Ahvaz, says that 6 to 8 items of goods are supposed to be offered to subsidy recipients through Kalaberg.

Based on this, people do not need to get a new card to receive subsidies, and subsidies will be deposited into the household account as in the past. In this way, special devices are installed in stores and after buying through that device, the amount is deducted from the subsidy account of people.

According to Ehsan Khandozi, Minister of Economy and Finance of the President’s government, 77 million people in Iran receive subsidies. 30% of these people will be paid a subsidy of 400 thousand tomans and the other 60% will be paid a subsidy of 300 thousand tomans. Yesterday, Ehsani Arkani announced his opinion on replacing subsidy with Kalaberg and said:

In my opinion, it is better if the subsidy is distributed in the form of goods. Because Kalaberg will benefit the people. For example, the value of the cash subsidy of 45 thousand tomans has changed significantly since 10 years ago, the subsidy of 300 and 400 thousand tomans will definitely suffer the fate of the 45 thousand toman subsidy.

Despite the recent talks of the officials, people still prefer cash subsidy to Kalaberg and point to current expenses such as house rent or medical expenses with the help of this small amount.
