Usually, on special occasions and days such as Ramadan, the working hours of government employees are reduced, and now it seems that the working hours are going to be reduced.

According to published news, in recent days a proposal has been submitted to the government to reduce the working hours of government employees. In order to increase the powers of the government to reduce the working hours of employees in necessary cases, the Legal Vice President proposed to the government to add a note to Article (87) of the Civil Service Management Law. This proposal was actually presented in the form of a two-urgent bill.

What is the purpose of reducing the working hours of government employees?

The media announced in their report that the government plans to reduce the working hours of employees during different days of the year, such as the holy month of Ramadan or the hot months of the year, as in previous years.

It seems that this decision aims to create more freedom of action for employees, provide the possibility and context for their participation in the holy month of Ramadan, and also reduce energy consumption, especially electricity in executive bodies.

  Reducing the working hours of government employees

It seems that this action was carried out with the approval of the government and in all the cases documented in Article 87 of the Civil Service Management Law, it was met with the objection of the Speaker of the Islamic Council.

According to Article 87 of the Civil Service Management Law, the working hours of civil servants are 44 hours per week. According to the proposal of the organization and the approval of the Board of Ministers, the working hours of the departments are determined.

Also, based on this article, the amount of working hours of the government employees per week has been determined in advance and the government can adjust the working hours in this regard. For example, the government can determine the starting and ending hours of work. But reducing the working hours of government employees is not within the authority of this institution.

According to the cases mentioned, the legal assistant of the president has presented his proposed text in the form of a two-urgent draft bill to add a note to Article 87 of the Civil Service Management Law, for the process of review and approval in the Cabinet of Ministers.

This proposal was made with the aim of giving sufficient authority to the government. According to this proposal, the government will have the authority to reduce working hours to two hours a day for all or part of the country in necessary cases. Currently, this proposal is in the Public Affairs and Human Capital Management Commission of the government and it is expected to go through the expert review process soon.
