While thanking everyone, Zarepour continued:Realization of the national communication and information network It is at the top of the ministry’s plans, I have mobilized all the ministry’s resources to realize the plan; Every week, the Information Development Strategic Council convenes to review the progress of the projects, in this direction, 7 major projects have been defined and based on the approval of the Supreme Council of the Cultural Revolution, we have determined the duties of the institutions.” He added:
“There are 53 clauses in the definition of duties, of which 37 clauses are directly related to the ministry, and in the past two months, due to special circumstances, we have held meetings every day and followed up on the progress of 200 projects.”
The Minister of Communications and Technology talked about the fact that most of Iran’s traffic is now on the national internet and said that we need a common literature to measure the progress of the national information network. Zarepour explained: “100 indicators were agreed to quantitatively evaluate the progress of the National Information Network, based on the last assessment at the beginning of the 13th government and after 10 years of the implementation of the National Information Network, the said plan had only 30% progress and today with “I am proud to say that with the round-the-clock efforts of the colleagues in the ministry, the national communication network has progressed by 59%, in other words, its progress has doubled in less than two years.”

He pointed to the Ministry’s plans regarding the national network and said: “With the plans made, the mentioned plan will be completed by the year 1403 at the latest, but it should be noted that the national information network is a dynamic and permanent work and must be developed in accordance with today’s technologies in order to provide services with Provide quality, variety and high speed in Iran. “If the support and progress of the parliament and the government continue, the national information network will be completed sooner.”
He added: “One of the seven major projects of the National Information Network Project is the development of optical fiber infrastructure. In the last 10 years, Iran was one of the countries at the bottom of the table. The plan is that by the end of the year, 80 percent of households and businesses will connect to optical fiber. It is connected with unlimited speed, and for this purpose, 8% of the operators’ income is allocated to this project, and in fact, one third of the credit is provided in this way.”
Issa Zarepour stated that optical fiber has been developed in 51 cities and 12 provinces and said: “The legal infrastructure for the development of optical fiber has started in 51 cities and 12 provinces, so far 2 million households are covered, and our assessment is that until the end Year 2 will double, we plan to connect 7 million new households next year, and by 1403, around 8 million more households will be connected to optical fiber to taste the sweet taste of the speed of several hundred megabytes by the end of the 13th government.
In his speech, the Minister of Communications discussed the development of domestic messengers and said: “At the beginning of the term of responsibility, we set up a special working group with the aim of developing domestic messengers so that people do not feel different from foreign platforms with their diversity and different advantages.” In the last two months, according to the prevailing conditions, meetings were held on a daily basis and the development of internal platforms was monitored every day. “Our goal is that if the external versions are to be activated, the internal platform will be strengthened in such a way that people will want to use the internal platform.”
The Minister of Communications of the 13th government also explained about supporting internet businesses:
“A regulation has been drafted in this field, which provides for more than 30 types of support for domestic businesses and platforms, and its enforcement measures will begin soon, and the taste of businesses active on the domestic platform will be sweetened.”

Finally, the Minister of Communications added: “In order to support businesses, it is stated that there is no need to obtain a license when any business enters the internal platform, and this joining means issuing a license, and it is also emphasized that small home businesses that They do not have a history of paying taxes, they will be exempted from tax for two years.”
