After carrying out expert investigations, the opposition of the Majlis Research Center to the Preservation Plus plan was officially announced yesterday, and some materials of this plan were recognized as parallel work.
According to what is clear from the expert opinion of the Majlis Research Center, this research body is against the creation of restrictions on the use of unauthorized platforms and considers the creation of a ban on the use of satellite reception equipment as parallel to the development of laws in the Internet field.

Majlis Research Center’s opposition to Sayant Plus plan
The plan to add an article to the law “prohibiting the use of satellite receiving equipment” was published in the media in March 1400, and new concerns were created for cyberspace users. A plan that later became known as the Siyanet Plus plan, and it seems that the motivation of its designers is to deal legally with content producers on unauthorized social networks such as YouTube and Twitter.
It seems that parliamentarians are seeking to ban any kind of advertising of Iranian goods, services, and works of art through unauthorized networks, media, and platforms. For example, note 7 of this article states that any type of cooperation with the networks, media and platforms that are the subject of this article of the law, in order to provide and produce content (written, visual and audio) from the stage of writing to production and broadcasting by any Iranian citizen. it is forbidden.
Violators of this ruling will be sentenced to one of the 5th to 7th grade punishments, including imprisonment, whipping, fine or deprivation of social rights.
The specialized satellite working group that is supposed to update this list is more of a governance working group in which the role of the government seems weak. Because the members of the working group consist of representatives of radio and television, the Ministry of Information, the police force, the Islamic Propaganda Organization and the Attorney General of the country.
The Majlis Research Center has now announced its expert opinion, while opposing this plan, it has demanded to remove the word platform from this article and limit it to satellite networks. But what is the reason for the opposition of Majlis Research Center to the plan of protection plus?
Emphasizing the more comprehensive plans and bills that are currently under consideration in the Internet field, this center considers the mention of the name of the platform in this article as a kind of parallel work in the laws.
Among the other objections that the Majlis Research Center has made to this plan, it should be noted that it is costly to form a satellite working group, not appointing an institution to inquire about satellite networks, and other cases.
In line with the created ambiguities, this center has mentioned the text of its amendment proposal about this additional plan in 2 articles and excluded platforms from it.
According to Article 1, any type of advertising and service orders to Ma’and networks directly or indirectly is prohibited, and the perpetrator is sentenced to 5th or 6th degree imprisonment under Article (19) of the Islamic Penal Code. Note 1 of this article also outlines the features of Maand satellite network:
“A network that, by producing and broadcasting various programs, intends to subvert the Islamic Republic or take any action against national security or the country’s interests or interests. The Committee for Determining the Content of Examples of Computer Crimes under Article (750) of the Islamic Penal Code (Book Five of Penalties and Deterrent Punishments) within one month of the approval of this law, shall determine the examples of the aforementioned networks and announce them in appropriate ways and, if necessary, to reserve them. takes action.”
In Article 2 of the revised text of the research center, it is criminalized to cooperate with Ma’and satellite networks:
“Each of the Iranian citizens who work with Maand satellite networks to provide and produce content (written, visual and audio) from the stage of writing to production and broadcasting in the form of producing, acting, directing, filming, performing, writing voice over, producing music with Compilation and production of programs and advertisement of slow cooperation is sentenced to imprisonment or fine of 5th or 6th degrees. If he has also received funds for his cooperation, the equivalent of twice the received funds will be added to his fine.”
Of course, it should be said that these reforms are only the research center’s proposal to the representatives and there is no certainty for their application. An issue that we saw in the protection plan and despite the objections of the research center, some representatives insisted on the approval of the protection plan.
